But officials are now investigating allegations that Dr. Bynon was secretly manipulating a government database to make some of his own patients ineligible to receive new livers, potentially depriving them of lifesaving care. Memorial Hermann-Texas Medical Center in Houston, where Dr. Bynon oversaw both the liver and kidney transplant programs, abruptly shut down those programs in the past week while looking into the allegations. On Thursday, the medical center, a teaching hospital affiliated with the University of Texas, said in a statement that it had found evidence that a doctor in its liver transplant program had effectively denied patients transplants by changing records. Officials identified the physician as Dr. Bynon, who is employed by the University of Texas Health Science Center at Houston and has had a contract to lead Memorial Hermann’s abdominal transplant program since 2011.

BOSTON (AP) — The Massachusetts Senate approved a sweeping gun bill Thursday designed to crack down on “ghost guns,” toughen the state’s prohibition on assault weapons and outlaw devices that convert semiautomatic firearms into fully automatic machine guns. On ghost guns, the bill would toughen oversight for those who own privately made, unserialized firearms that are largely untraceable. In 2022, the U.S. Department of Justice reported recovering 25,785 ghost guns in domestic seizures. In October, the Massachusetts House approved its own gun bill aimed at tightening firearm laws, also cracking down on ghost guns. “There’s a lot of new stuff, industry stuff, machine gun stuff, definitions that are weird so that’s why the (Senate) bill should have gone to a separate hearing,” he said.

But strikingly, one group of federal employees would not stop receiving their paychecks: members of Congress. When Mark Finney moved to southwestern Virginia with his young family a decade ago, there were different hospital systems and a range of independent doctors to choose from. But when his knee started aching in late 2020, he discovered that Ballad Health was the only game in town: He went to his longtime primary care doctor, now employed by Ballad, who sent him to an orthopedist’s office that had been purchased by Ballad. That doctor sent him to get an X-ray at a Ballad-owned facility and then he was referred to a physical therapy center called Mountain States Rehab that was now owned by Ballad as well. Though none of the interventions took place in an actual hospital, all came with a hospital “facility fee.” When the price of P.T. “My wife now drives 50 miles to see a doctor that’s not part of Ballad, and I don’t have a doctor anymore.”
